An ambitious societal project for Quebec

The ÉCO vision is fighting climate change with all of Quebec’s know-how.

It is investing $100 billion dollars into wealth creation in each of our regions while ensuring protection for the environment.

It’s responding to the immense energy needs before us by following an ambitious energy efficiency action plan and by relaunching energy production together.

To achieve this, the ÉCO project focuses on three aspects: water, electricity and hydrogen.

WATER

In order to produce green hydrogen, we need water which is a commodity that we have in huge quantities throughout our territory. To achieve this, we first need to ensure that we are properly protecting this precious resource.

We propose to at least double the royalties applicable to water to better protect it. These additional sums will be redirected to:

Improving the protection of our waterways by eliminating wastewater discharge into our lakes and rivers.

Protecting ourselves against invasive marine species.

Enhancing riverbank conservation and fight against the proliferation of blue algae.

ELECTRICITY

To ensure an energy transition while developing our economy, we must also ensure that we have the quantity of clean energy required for supporting the production of green hydrogen and the electrification of our economy.

We must therefore revive our supply of electricity by implementing an audacious plan.

Reducing energy waste by two thirds within 10 years.

Develop our wind and solar energy and production capacity in partnership with local communities, including indigenous peoples.

Creating a smart electric network which will allow Quebecers to become invested in production through the addition of a solar panel on their roof, for example.

HYDROGEN

To be able to decarbonize our economy, we need to replace 55% of the total energy consumed in Quebec. Green hydrogen is a solution in situations where electrification has its limitations, such as the heavy transport industry.

While 95% of the hydrogen used throughout the world is sourced from fossil fuels, presenting Quebec with a unique opportunity. Instead of producing brown hydrogen through the use of carbon, we will focus on completely green hydrogen to ensure a zero-carbon footprint. To produce completely green hydrogen water and electricity from renewable energy sources are required. In Quebec we have all the necessary ingredients to become a first-rate player in the global race toward hydrogen.

Nationalizing hydrogen procurement.

Creating a new crown corporation, Hydrogen Quebec (H2Q).

Promoting our biomass, particularly in the production of hydrogen or green-hydrogen enriched biofuel.

Developing future markets such as the production of steel and carbon neutral and eco-friendly ammonia in the regions.

Investing in research to develop cutting-edge technology.

Leading the rail, maritime and aeronautical industries in their transition to hydrogen.

Export this resource beyond our borders.

Making Quebec’s isolated communities autonomous with hydrogen plants.
